The rogue class mixes reasonably well with spellcasting classes and this is no exception. These characters will want to focus on Dexterity and whatever spellcasting ability score they selected for the witch class, which can be lined up with any tertiary casting the rogue archetype has. In addition, spellcaster (especially ones that can’t wear medium or heavy armor) frequently want Dexterity anyway because it helps their armor class.
Flavor-wise, the idea of an urban witch is also not that much of a stretch; the wily spellcaster tucked away in some obscure neighborhood is hardly an unfamiliar one in fantasy fiction and media, and a character with covert skills and magic isn’t uncommon, either. Neither class particularly clashes with or gets in the way of the other. The highly-customizable nature of the witch class also makes tailoring it to the type of magic you’d like easier than with many other spellcasting options.
A stronger emphasis on rogue levels gives you a sneaky character with a little magic in their toolbox, whereas a focus on witch levels gives you a powerful spellcaster that can be really slippery in a fight and knows exactly where to stab you with their athame. An even mix of the two creates a mystical, stealthy character that is probably something of a mystery to those around them.
